Mark Greene d70225b03c fix static armor plate title to use localized strings 
Was rendering the raw lowercase layerTypeNames key instead of resolving it through strings.website.tools.tankopedia.sandbox.dynamic.shot_card.element, same pattern already used in ShotDisplayCard.
